I doubt if citizenship is required to complete an adoption.....especially if it's a private one. I think Americans are just not used to having foreign citizens adopt on our shores. It's interesting but I am not sure other countries are all that happy about Americans adopting in theirs as well. Theay are fearful that a child will lose their 'heritage'. I know that was a BIG issue in both of our foreign adoptions.

In abandoned kids center where i volunteer adoptions are not very often. It has to do sth with paperwork, which is really hard to do. Plus, Croatia is veeery strict about couples who want to adopt a kid. In my opinion some of the rules are stupid and unnecessary. I think we are one of very few countries where there are actually more couples who want to adopt, than kids who can be adopted. But all the bureaucracy makes it really hard and stressful. I personally know more than few couples who waited for baby more than 4 or 5 years. Then they become 'to old' for adoption. Or couples who also waited for years and they got a kid on their own in the meantime, and they were told they don't need a baby now that they have one of their own. It's just sad how sometimes laws work against ppl, and they should be working for them.
Hm, what I wanted to say is, most of the kids here are adopted by foreigners. Mostly Italian and French I think. That's because they don't have to do so much paperwork, because they are adopting by their country's rules and laws, and not by ours.

Of course, some of things have to be by our laws. But, most of them are from your country because your country has to let you adopt a kid here. I've been a witness of such adoptions. I think it's really great thing. Of course, they have to let you do it and they have to revise your papers very carefully, but yeah. There are no so many foreign parents adopting as i thought. But, I'm sure that is possible. But you have to list the reasons why are you adopting a kid in foreign country. And, of course, adoption has to be in kids best interest. That means that older kids can't be adopted (i'm talking about kids who are i think 6 or more - because they started croatian school i think) if they don't speak that country's language and if his parents are not able to put him in cro or bilingual program school. Rory! Every volunteer here has a kid here. Sth like big brother/sister. One of my kiddos is called Goran! Are you interested in adopting Goran?? He is pretty tall for his age, has dark, dark hair and most amazing green eyes. So, what do you say?? P.S. I'm really not 150% sure about everything, so please be aware of that. Tho, I don't really like to give informations on things i'm not sure about. Thanks.

Well, I want to adopt a Luka... But maybe I will think about Goran ( the kid... ) or is Rory in front of me ? ( well, just kidding... I know it is not a thing to joke around, you were being serious and i was... sorry Nina... ) If I have a way of supporting myself and a kid, I would do it in a second... Dany
